Booking notifications are misleading. Let me explain. We receive notifications even if the person has not been until payment. The customer, meanwhile, receives tickets without even making payment (I did the test).

The Registration Approved (which people consider the ‘confirmation’) messages, and tickets are only sent when the registration status is set to Approved.
If the registrations are being Approved without payment then you must have your ‘Default Registration Status’ (DRS for short) setting set to Approved on the events, which apparently you don’t want to have?
If you don’t want registrations to be Approved regardless of payment status, then you need to set your DRS to ‘Pending Payment’, that way only registrations that have paid will be automatically Approved and receive their tickets.
