Booking events for other people

I am using event espresso for an organisation who provides training for community groups.

Quite often an administrator will book several people onto the course but will not be attending themselves.

Currently the payment information is linked to attendee 1.

How would I go about setting up fields so that a person making the booking but not attending still receives payment instructions.
