Is it possible to prevent someone from registering based on their name or email address? It’s not a bot, it’s a real person that has been problematic. Their registrations occurred under different IPs so I can’t just block an IP address.

Possible, yes, worth it? Likely not.
There are so many dynamic emails, free emails etc that if you block one they will simply sign up for another. Then you have the likes of Gmail allowing:
email@gmail.com
e.m.a.i.l@gmail.com
email+something1@gmail.com
email+something2@gmail.com
All are valid emails for the same account, are you sure you can write a routine to block all of those and not block your regular users?
If the user you are using is smart enough to use a VPN for different IP’s they are likely smart enough to sign up to various email providers 🙂
