Let’s say a voucher is a pdf containing a random coupon code, that a user downloads after he purchases it in the website’s shop (i.e a woocommerce product). I wonder how to best integrate those coupon codes into the EE event booking flow. Any other chance than to manually create a promotion code in EE that matches the voucher code everytime a voucher is sold?
This is a project that a developer could take on because it would require building something to connect your purchased voucher codes to automate the addition of new promo codes in EE4. I can refer you to the experts at codeable.io as they can give you a quote to build a custom integration to your specifications.

So, does this mean that at the moment as EE4 and Woocommerce users we don’t have other option than to keep two totally different checkout flows, or to pay an extra for a developer to serve this functionality?
EE4 has no current integration with Woo, they are completely separate checkouts and no data is currently passed between the two at all.
So, if you want an integration between EE4 and Woocommerce right now, then yes you would need to hire a developer to create that for you.
