If you go through the registration on my site (http://www.charlestonlibraryconference.com/conference-registration) and add the first event to the cart, it works fine. When you proceed to step two and select an event, then add to cart, the user is then returned to the WordPress Dashboard. Any ideas why this is?

It’s actually interesting that it works at all from that first page. If you try adding to the cart here:
http://www.charlestonlibraryconference.com/conference-events/2017-conference-registration/
You’ll note the same behavior. Can you try updating Event Espresso to the current version? Then you can also try temporarily deactivating the other plugins on the site (leaving EE4 + MER activated) to see if the issue persists.
