When 2 people register for an event at the same time, it's not handled correctly

When 2 people register for an event and hit enter at the exact same second, it’s not handled correctly. This issue happened yesterday and it happens a few times each year. In the past, one person’s payment is applied to a different person’s registration.

Yesterday, the users said that the page “glitched out”. One person ended up paying twice. Also, the messaging did not work. One person did not receive a registration confirmation email… and the registration messages for the other were numerous and some of the messages had an action labeled “send immediately”. I have never seen this before.
