There is no charge for attending. We would like to have a method of booking places on a first come first served basis.

Both EE3 and EE4 allow an event (or in the case of EE4 an event and ticket) capacity to be set.
As the event would be free, once someone signs up their spot will be reserved.
Your post title shows a different questions, so I’ll answer that just in case: EE3 has a shortcode allowing attendees to be listed which can be added to an event description.
EE4 doesn’t have this yet (it’s being worked on and hopefully something will be released shortly), but it can be achieved with a small function.

Hi, I was thinking that there would be a page with 14 slots and people could go on line and book a place. There is no charge for attending. Then others joining that session would be able to see if there was a place available and also who was attending. There would be attendance pages for each weeks session. The pages would be private to members who had joined the group to avoid spurious entries. Is this possible and how much would it cost?
Basically you would set up the event with the appropriate tickets, and set a capacity. Once the capacity is filled the event can no longer be registered for.
Attendee data is, by default, private which is why EE3 (and soon EE4) will only display that data when specifically told to by using a shortcode. The data shown is also fairly basic.

If the website does not use membership, then you could only set the event to Private in EE4 (EE3 doesn’t use custom post types so it’s impossible to set private without using membership).
So, EE can pretty much do what you’re asking, but perhaps not in the way that you have envisioned it.
