Is it possible to add the registration info to the “New attendee registration approval pending” email that the Admin receives in Event Espresso 3? Something like adding the [custom_questions] tag?

Hi Ashleigh,
EE3’s admin emails are not easy to modify (not like EE4 where they are fully editable in the admin area).
As such simply adding a shortcode isn’t possible.
However you can over ride the function that controls the email content by coping it to a custom_functions.php file in your uploads/espresso/ directory.
PHP knowledge will be needed to copy it over correctly and edit it accordingly. You can use the shortcode in the code by using the do_shortcode() function.
