Now that our site is up and running google has indexed a page /event-registration/ that we do not want our user to link directly to as it lists some of our events out of context (school class event/public version of same event). Should I just put in a robots.txt file disallowing this particular page?
Am I correct in saying that this page (shortcode) must exist for EE to work.
Yes, that page must exist in order for EE to function correctly. You can put in a robots.txt file to block the indexing of it by google. You might want to rename the page and put the new name in the robots.txt file if the current name of the page has already been indexed, if you are using pretty permalinks. If you are using classic permalinks with the page number in it, then you can create a new page with the shortcode on it, change the page in the EE->General Settings->Page Settings, and delete the old page.
