I thought EE4 should contain all EE3 features beside the extra stuff, i need also the promotional code feature from EE4
do i have to wait to get those? or there is no plans to add these features to EE4?

Hi,
EE3 and EE4 do not share all features and addons, please see here for a current list of differences: https://eventespresso.com/differences-ee4-ee3/
Promotional codes are planned for EE4 but as yet are still in development.
Regarding the scanning, you would need to use the EE4 ticketing addon with EE4, and it does not use the mobile app, instead a barcode scanner is required: https://eventespresso.com/wiki/barcode-scanner-add-on/
