Is it possible to create a discount code by ticket rather than just by event for EE4? It appears this was an option for EE3 but not EE4.

Not at the moment. I think we plan to develop this feature in the future. As a workaround you could use the WP User Integration add-on to offer member pricing on tickets: https://eventespresso.com/product/eea-wp-user-integration/
