The answer is yes, but it’s dependant on a few things.
In EE3:
If they are not logged in, they can edit the attendee details and make a payment, via a link provided in the email.
If they are logged in to the site, and WP User Integration is active and they registered for the event while logged in, they can also edit their profile, view past and current events they registered for and even cancel their event s(refunds would need to be handled manually).
In EE4:
The email will contain a link to make a payment if not payment has been made. There is an email tag that can be added that will link to the site allowing the attendees to edit their details.

Not currently no, we are still building up the addons for EE4 and the WP User Integration hasn’t been built yet.
