Can register for events be hidden with wordpress member plugin psuedotags?
Content in an event description can be hidden, but the actual registration form can only be blocked to non members (people logged out) by using the WP User Integration (members) add on plugin. Though saying that if you didn’t mind getting into the code you could probably run the shortcodes directly around the form code, though I haven’t tested that idea.
This add on plugin hides the full event from non members. Some users prefer to show the event still but you would need to tweak the display templates if you wanted that.
Example – we wish to have event display be public, but registrations only by current / paid members. Is this an option?

Also – is there an RSVP guest list that can be displayed as a widget?
We have a shortcode that can display the list of registered attendees. We do not have an RSVP system in place.
Ability to allow users (non admins) to submit events outisde of dashboard?
We have a beta release plugin called Front End Manager that allows registered, logged in users to create basic events (not every feature is allowed from the front end) from the front end. This is set up with a shortcode.
Submit events as guest?
Only if said guests are logged in. Non logged in users cannot currently submit events.
Does paypal require ipn? Or does it pass ipn to paypal in the cart checkout?
So long as an IPN is set up in your PayPal account it will work.
