How can I allow event promoters and organizers to access specific event information and download csv files?

Hi Chi Bear,
For Event Espresso 3 you can use the Roles and Permissions add-ons. These add new Event admin and Event manager roles and you can find more information about them here:

Alternatively, if you update to EE4, you will not need the above two add-ons because EE4 has a built in capability system. The built in capability system allows you to use a plugin like Members by Justin Tadlock to grant access to specific areas of the Event Espresso admin via capabilities.
