The intended purpose of the plugin for me is to allow multiple promoters/vendors the ability to sell tickets for their event on the platform along with having the ability to monitor their event without actually having the capability to make any changes or view any other event details besides their own.
Can you advise on how best to facilitate this with user profile permissions etc?
Also, once these user profiles are created, will those user permissions carry over to the mobile check-in app? By that I mean, will an event promoter/vendor login to the check-in app and only have the ability to check in attendees for their event?
You will need to look into the Capabilities system in EE4, which is built into the core plugin. You can manage user roles with a plugin like Members or User Role Editor. There’s some more information in the documentation:

Yes, the roles should translate to the event app. The event app uses the Event Espresso/WordPress REST API, which uses many of the same DB queries as the core system, to pull the records from the database.
