user have ticket before payment succeded

i set the “Default Registration Status” is pending payment, but as i find in registration admin table the EE made and ticket for attender.

i know that it dosn’t counted as “approved” but why EE make “ticket” without payment done ?

You have the ticket, they don’t.

The system creates one ticket for every registration, and each ticket is tied to the registration status. So for example, if you were to scan one of the tickets from the screenshot it would show as pending payment.
