Hi EE team,
I am writing to ask if EE4 has similar promotional code feature as EE3 does.
Do I have to pay for extra to upgrade to EE4 given my current account?

Not currently.
We are working on adding promotion codes to EE4 but it is not quite ready for release yet. We announce all major updates/releases on our blog page here:

No, the EE3 license gives you access to EE4 as eventually we would hope that all users move to EE4 as the feautres they need are added.
If you look within your account page you’ll find downloads for both EE3 (Green) and EE4 (Blue)
If you are upgrading to EE4 I would highly recommend doing so on a development site (preferably on the same server) first, simply because EE4 is vastly different than EE3, so its good to check that all your plugins and the sites theme work without issues.
