I’m not able to see the full screen capture. Is that a radio button instead of a dropdown? The process you linked to is not for the problem you are seeing.
It turns out, this is part of EE’s functionality. When you only allow a maximum of 1 ticket per purchase, the radio button shows instead of a dropdown.
I should also add that you can increase the “Maximum number of tickets allowed per order for this event:” number in the right sidebar of the event editor.
