We did a test ticket and received the registration and confirmation e-mails correctly. However the e-mail we received (link below) has “test mode” at the top. This transaction is done through he Authorize.net gateway, with test transaction set to off.
Although you have unchecked submitting a test transaction (which is to be used for ‘Live’ accounts), are the login details you are using for Auth.net for the development server?
That email looks like it from auth.net themselves, rather than EE so it looks like you are using the auth.net developer credentials which will always be in test mode.
