I’ve got about 35-60 dates/times for my events and each date/time needs its own ticket. I’m able to add all of the dates/times, but I can only add 25 tickets. I also can’t update any other event info once I reach that 25 ticket limit. I’m not receiving an error. I’ve also bumped up my hosting plan to allow more resources, increased the max_input_vars limit to 2000 and using 7.1.8. I’m also running EE 4.9.45.p.

Your web server’s max_input_vars limit of 2000 will not allow going beyond the number of datetimes and tickets you already have. In order to have even more tickets you’ll need to bump that limit to 4000 or possibly even more like 6000 depending on the total number of tickets.
