I’ve changed the display text from the default “Surcharge” to reflect that the percentage we are collecting is “sales tax” under the general settings: advanced features: optional event settings. In the shopping cart – it still displays “Surcharge”. Please advise.

Looks like the surcharge text is in a translatable string in the cart.php script for the shopping cart. Put this function into your theme’s functions.php file:
and add the string “Surcharge” in with a translation of “sales tax”.
