I want to be able to charge for an event in two ways. 1 Via Stripe, which I have bought the plugin and is working well. But I also want to be able to register clients to an event and client be able to pay via cash or check. iS that possible with EE4?

There is a check payment method available in the core plugin for Event Espresso. You can enable it from the same screen that you setup Stripe from.
That payment method does not actually move or transfer any funds. Rather, it provides the registrants/attendees with information on where they should send a check to.
