Slow migration from EE 3 to EE 4.1.0

On the migration page, it said this process may take a few minutes. However, the first step (Data Migration from EE3 to EE4) is at 40% after ~1 hour. Is there any reason why this is taking so long?

A lot of data to migrate and an overtaxed server will contribute to a slow migration.
