Hi,
No you don’t need to activate the licence on a development domain but you wont get one click updates. If you do activate the domain, we provide a free licence key reset when the site is moved to the live server.
Regarding the currency issue, yes sorry about that we are aware that some countries are listed under Euro and are looking to fix it.
Adding this to the event-espresso/includes/organiozation_config.php around line 58 will fix it.

You will need to change country from Russia to something else, save and change back in the General Settings.
