Setup Suggestion (promo code issue)

Hello,
My client has a conference that he takes registrations for and has a variety of discounts based upon what they have purchased. I am not sure how to set it up.
At it’s most basic this is how it goes:
If you buy a gold membership you get a discount on booths.
If you buy a booth you get a free registration.
I used to accomplish this with promotional codes and separate “events” for sponsors booths and registrations but now promo codes apply to all attendees. He will not be happy if we have to turn of the additional attendee feature.
I thought about using the price modifier but the step by step discounts cause a real issue with this whole process. Are there any suggestions for how to accomplish this with your software?

If you want promo codes to apply to the primary attendee only, I have some code here that you can use:

You can add this code to one of the following:
1 – Your theme’s functions.php file. It may get overwritten the next time you update your theme.
2 – The EE custom files add-on in the custom_functions.php file.
3 – Use this blank plugin to hold the custom function.
If the gold membership is a WP membership level, then you might also be interested in the S2 member integration available in the Pre-Release channel.
