You can specify how many people they can register (or how many tickets they can purchase) during one checkout. That usually helps people looking to do something similar.
It won’t prohibit them from checking out again multiple times to buy more tickets or register more people. If you want to limit the registrations to X from Y company (by your definition, e,g. domain name or a certain answer to a custom question), then it would require custom development.
