Currently, you can’t set the email question to not be required.
When requiring the Personal Information question group for additional registrants (which EE requires you to do if you want each individual to show its own details) it will ask the same question group for both the primary registrant (the first ticket) and the additional tickets so the email question must be required.
However, what you can do is hide the email question for the additional registrants then using JavaScript you can copy the value from the primary registrant’s email field and use that value in all of the others whilst hidden.
