Registrations are timing out and then resolving back to first page

Hey! I know this is likely a server issue. But you guys are better at diagnosing and i have already exhausted their brainpower.

1. We use SUCURI firewall.
2. ALL registration pages are non-caching
3. SUCURI has been added to our WHITELIST in WHM and cPanel
4. Our users are getting to the payment option and the system either times out or refreshes to the first registration page.

I am at a loss on this. It sounds like caching, but no caching is being done and does not appear to be the issue. The server timeout seems to be an issue with the server, but I am not showing any excessive use of resources on the server-side. It is baffling. Please give me your thoughts on a solution. Thanks!
