On my new installation, I do not have a Registration Form option under my management. The only option I see is Venues. Do I need a specific add-on to get that option? I see other options in the management section of the menu that I don’t have either.

no, Registration form is part of EE core and you don’t need to add add-on to use it.
Can you check if your WP account has all the needed capabilities to read and write registration form? Check this article here.

you can also have a quick test by logging to your admin account and see if that is available in there.
After doing this two step, the last debugging we do is checking a possible plugin/theme conflict.
You can use https://wordpress.org/plugins/health-check/ or any similar plugin.
You can do the above using Troubleshooting mode:
Tools -> Site Health -> Troubleshooting -> Enabled Troubleshooting mode.
That will disable all plugins and switch to a default theme and then allow you to enable specific plugins troubleshooting mode. Once disabled you will revert back to the current state.

Resetting using the Reset Capabilities button did the trick. I probably raced through something in setup.
