It depends on how you have the event setup and which payment methods you have.
The user needs to select some form of payment method to finalize the registration, so if you used Invoice they could select that and complete the registration. At this point they will receive a registration pending payment email (if you have not changed the default registration status that is)
Do you not want any of the users to pay until they are approved by the admin?
If that’s the case you can set the Event to use a default registration status of ‘Not Approved’, when the user registers they do not select a payment method, but you need to manually set the registration to pending payment for them then to pay later.
