I am able to register for the event when logged in, but when I am logged out I receive an error that says to turn off cookies. This is tested on 4 computers and my phone.
All my plugins are deactivated and wp is current. The event page is http://run2top.com/registration-test/

Hello,
The caching services are triggering that issue.
You can open a support ticket through the support garage and ask WP Engine add no-cache / exclusion rules for the following Event Espresso 4 pages:
/events/
/registration-checkout/
/transactions/
/thank-you/
/registration-cancelled/
