We are trying to update the quantity of the tickets. We are trying to increase it to 15 but its not updating.Its only limited to 10.

When editing the event you’ll have meta boxes in the right sidebar, one of those should be the ‘Event Registration Options’ meta box.
Within that is the option ‘Maximum number of tickets allowed per order for this event’, that is the max number of tickets you can select on each specific event and it defaults to 10.
