Promotions Confusion, Coupons, Expire and Apply to cart

We’re trying to use promotions but they don’t seem to be able to do several things we need. I tried editing the Promotions from the Event pages, but there is no tab or window “Event Promotions” in 4 that I can find.

I set my promotion to non-exclusive and universal.

1. Apply Promotion to Cart Total
When I added two events to my cart, I apply the promotion code and it only discount one of the items. We would the entire cart total to be discounted.

2. Expire Promotion by Date
We have an “early bird special” promotion that is supposed to expire 30 days before the course. Can a coupon do this for us?

3. Are coupons still a thing?
How do we get coupons in EE 4? We would love to expire promotions not just on time, but also some after 10 uses, some we want to just apply to one event (I can do this already) and some will never expire.

With regards to item 1, is the promo code’s “Apply Promo to ALL Scope Items” setting set to Yes?

With regards to item 2, you can set the “Valid Until” date setting within the promotion code’s settings page.

With item 3, you can set the “Number of Uses” field to 10 and that will limit the number of uses for that promotion for the event.

I set all my promotions to “All Events” with no Valid From/Until dates.
There are no event level restrictions in any promotion.
The uses for both are set to infinite.
I made sure the code is not exclusive. There is no ribbon under “attributes” next to the promotion I used.

Still only got applied to one event.

I missed the number of uses. Thanks for pointing that out.

Can you doublecheck and make sure that the BARK! promo code’s “Apply Promo to ALL Scope Items” setting is set to Yes?

In case you’re wondering why I ask about double-checking that setting, it’s because I cannot replicate the issue on my dev site. Here’s a screenshot from my dev site where I set up a similar code, where it shows the results from applying the code to the cart with two events:
