Josh is referring to your custom functions plugin you linked to above, as in double check that you have that custom functions plugin activated on the site?
With that filter returning true the option in settings should always show Yes, even if you try to set it to No. So it sounds like the above code isn’t running on the site.
That dropdown doesn’t mean the plugin is activate, it just means the plugin is installed on the site. So the plugins files are on the server but that plugin is not ‘active’, see here – http://take.ms/6TTcj
Go to Dashboard -> Plugins.
Find the ‘Site Plugin for Promotions’ plugin and click to activate it using the link just below the plugin name.
That activates the plugin and tells WordPress to load whatever code is within it.
