Promotions add-on uses

We have a promotion using the Promotions add-on that allow for 25 uses. Even though we have only sold 17 tickets with the promotion, the promotion shows all 25 uses have been used. Do Aboondoned transactions count toward uses? Is there any way to see the transactions that used a promotion other than counting the number that were processed at the rate of the promotion?
