Humm, it does say the promotion is for 2 events but the section that says “Check off the specific events that this promotion will be applied to.” has only one event selected.
Can you click on the Advanced Filters icon , then clear out the date fields (you leave them blank) and check the box that says: Include expired events? If there’s an expired event that’s also assigned to the promotion, it will show up in the list after you change the advanced filter settings.
