I want people to get a 15% discount when they register for two specific workshops, but it’s only taking 15% off one of the workshops in the cart, rather than both. Is there a work-around?

Promo code works per Event and not per ticket, But the computation should be the same. the only problem is when you set it to fixed price rather than percentage.

You can also try to split tickets to events, if that how you can cater your concern.
