Both plugins can allow all of this, though in different ways.
EE3 can allow it via the Roles and Permissions (Basic and Pro) addons.
EE3 can also allow events to be created from the front end via the Beta Front End Manager addon. Please note that this only allow basic events, not all features are available. Editing/managing cannot be done from the front end. https://eventespresso.com/wiki/front-end-event-manager-add-on/
EE4 allows users to add events etc, via the capabilities system baked into the code.
We do not currently have a plugin for EE4 to enable it easily. Instead you would need to use a membership/roles & capabilities plugin and possibly custom code to achieve your results.
To clarify: EE3 allows what you want but mainly via the admin. EE4 can do what you want, but will require third party plugins and probably custom coding to achieve.
We currently use S2member to handle the roles/capabilities part.
So in EE4, there would be not issues with front end posting by our users. I can use S2Mmember to only expose this front end functionality to our premium user, I just wanted to be certain that it was possible in EE4
Event Espresso is designed to be controlled via the WordPress admin. The Capabilities System in EE4 should help though.
