If you go to your site’s WP > Plugins page and see Event Espresso 4 listed as an inactive plugin, you can activate it. If it’s not listed there, that means there’s a partial installation that needs to be deleted. In which case you’ll use a file manager (via your host’s control panel or FTP) and delete the event-espresso-core-reg folder located in wp-content/plugins.
Then you can install the plugin.
