Is there a way to control if a user can post payments on the admin side? Currently anybody with access to EE from the backend are able to post payments while EE is unable to provide a log of what user posted what.

Yes. You can use Event Espresso’s built in capabilities system to control whether they have access to the transaction item detail page (where they could post payments on the admin side).
You install a plugin like User Role Editor, then you remove the
ee_read_transaction capability from their user role.
