You could set up an new email account that you would manage. Include a png image of the email address on the registration page and direct anyone who does not have their own email address to please use the one printed on the registration page. Then when this email address is used to register for an event, you’ll have the option to print and mail the registration confirmation via the postal service.
One other workaround would be to include a phone number on the registration page for them to call and make a registration over the phone.
