Paypal Pro payment form validation missing?

WP v 3.51
EE v 3.1.32.2.P

Paypal pro on-site payment form.
Heavily customized EE UI

Problem: I am able to submit a blank payment form without any form validation and doing so clears the cart so the user would have to go all the way back and start over.

Is there supposed to be form validation for on-site payment forms?

solved: I had replaced the regular form submit button with an anchor tag and this broke the validation system.
