It took a long time, but I finally was able to crack my paypal incomplete payments problem after restarting another plugin. I think what was happening there, was the plugin for those to buy membership to our facility, was accepting the transaction pings rather than event espresso. But, after restarting the membership plugin (deactivated then activated it) payments were being completed on their own in event espresso from paypal!
Now, I updated last Friday to event espresso 3.1.26, and I cannot get payments to go through again. I even restarted the membership plugin. I am using Sandbox to test. I do have the transactions page simplified with the provided one from the troubleshooting guide.
Keep in mind that your transactions page needs to be public to the internet — it cannot be a member-only or access-restricted page. If the internet (e.g. PayPal) can’t see the page without a login, the IPN will fail.

I apologize on the delay in response. I was on vacation for the long weekend.
But that was it!!
The transactions page was never restricted, but viewing event espresso events themselves were. So event espresso part was denied. Basically, I set up which URLs have denied access, and it was set up that visitors could not see mediabridges.org/event-espresso/ URLs at all. We wanted to force people to need an account to get into a class. But now, I just have individual classes blocked, not all classes.
I appreciate the help. Our organization needs so many specific functions, working around all the different plugins has been a challenge. Thank you again.
