in confirmation email field [payment_url] links to eg. http://www.events.taiwanbeastrunners.com/thank-you/?r_id=13-5a27f1d9e4095
but instead of payment options show error message as below. We use 3.1.37.8.P and WP 4.9.1
also recently many attendees do not receive confirmation emails at all

Hi there,
The error means that EE can’t find an attendee for the given REG_IR (r_id)
Is this happening for every attendee?
Can you confirm the REG_ID is correct and the attendee still exists? To do that view the attendees for the event (Event Overview -> {hover over event} -> Attendee) and check the REG_ID value matcheAt the REG_ID for one of the attendees, like so – http://take.ms/hleY4
Also please update to the latest version of Event Espresso 3, the latest version has fixes to make it compatible with WP Security fixes, as you are using an older version with the latest version of WP you will eventually run into problems due to not having those fixes.
