Payment Processing as Incomplete OR Pending with PayPal

When a user checks out using PayPal they get a notice saying the payment is pending. In the dashboard view I get a notice saying the payment is incomplete. The payment does go through PayPal successfully.

I have troubleshooted using the recommended materials. I am confused on how to proceed.

You have version 3.1.28.4.P

I see there is an update to 3.1.36.6.P but I am running WordPress 4.1.1
