I created a new event and there are no payment options shown in the right-hand sidebar. I can turn them on globally, but the individual event does not show the options.

If so that’s a feature from the Payment Method’s Pro add-on, do you have that add-on activated on the site?

PayPal Commerce is included within the core; you don’t set payment methods within the event itself unless using something like Payment Methods Pro to enable/disable specific payment methods on a per-event basis.
Have you enabled PayPal Commerce within Dashboard ->Event Espresso -> Payment Methods?
If PayPal Commerce is enabled there it will be enabled on all of your events that require payment by default.

If you have a public event, I can run a test registration to see if anything stands out if preferred.
If so, just send a link over to register on and I’ll take a look.
