There could be a mod-security rule getting tripped which would cause a redirection to a 404 page. The first thing to try is you go to the Events admin list table, then hover over an event name, then click on Registrations. This will take you to a list of registrations for only the event. At that point, you click on Reset Filters. Then try the Filtered CSV Report button. If you get the 404 page then, you can contact your host and see if they can check the mod security logs. Whatever triggered the Mod_security rule can probably be whitelisted.
