If a user gets the registration form and takes a long time before submitting, it looks like the system does not check that there are still some seats available on the confirmation page.
Even it is is rude, it should tell the user that there are no more spaces left for him when he is getting to the confirmation page.
There is an option in the General Settings to change the time in which a user effectively locks that spot, called the “Ticket Reservation Time”, and it defaults to 30 minutes. You can make this longer should you wish.

(Does it hold the seat when user just visit the registration page? What about group bookings then?)
Dean is referring to a new feature that was introduced in Event Espresso 3.1.36 that lets you set a ticket reservation time. If you update to the latest version of Event Espresso you’ll see it in Event Espresso>General Settings. The full text of the setting’s description follows:
Ticket Reservation Time (number of minutes registrants have to complete their registration before others can register in their place. Longer times (eg, 60 minutes) are good because they reduce the likelihood of accidental overbooking, but shorter times (eg, 15 minutes) reduce wait time for registrants who are waiting on an abandoned registration)
