We use PayPal and Sagepay, but when someone pays by Sagepay we receive 8 email receipts for the one transaction. When they use Paypal we don’t, we just get the one email receipt. We are also noticing failed transactions are on the rise with people saying that the system would not let them pay. Is this an EE issue or a Opayo Gateway (Sagepay)? Who do we approach to sort the issue.

It depends on the specifics of ‘the system’ here and which integration you are using.
Are you using the Opayo hosted solution? (Where the user is directed to Opayo to pay and then back to your site) Or the server integration where they stay on your site?
When they say it wont let them pay, where are they? On the registration checkout page or Opayo?
Yes we do use Opayo hosted solution? (Where the user is directed to Opayo to pay and then back to our site) and having looked into the issue I see that it isn’t consistent e.g. today I had one email receipts for the one transaction, then two email receipts for the one transaction. Therefore, it must be an issue with user e.g. could it be slow connections and users and repeatedly clicking more than they should or outdated browsers. Either way we can’t get any data as to why it is happening as they are successful transactions.
