No way to add messages in EE4

In EE4, there does not seem to be any button to add messages. Since I did not have any defined previously, this area is empty.

(And going forward, is there a bug report form for EE4 beta?)

Never mind — I found another forum post where the advice was to toggle e-mail off and on in the Messages Setup tab. This seems to have worked!
